            Subject: Implementation of SEVOTTAM Project-reg  

             Attention of the members of Trade, Industry and all concerned is invited to the Trade Facility No. 11/CE/SHG/2012 dated 12.04.2012 issued vide C. No. IV(16)03/SEVOTTAM/TECH/SH/2010/3922-81 dated 16.04.2012 on the subject and in supersession of the above Trade Facility, the following modification are issued in respect of SEVOTTAM Project undertaken by the Hqrs. Office of the Shillong Central Excise Commissionerate, which will be exclusive for the Hqrs. Office:-

(i) Acknowledge all written communications including declarations, intimations, applications and returns within 7(seven) days from the date of receipt from citizen: It includes only acknowledging the documents received from the citizen. The interdepartmental correspondences will not be covered in this service.

(ii) Convey decisions in matters concerning the citizen:- A decision in matters like assessee needs a speaking order or release of certain goods or  documents and/or applied for certain clarification etc. are to be conveyed by the appropriate authority(ies) within fifteen days from the date of receipt of such application.

Provided that, if the decision is not forthcoming within fifteen days as above, then an interim reply shall be given to the citizen.

(iii) Give advance intimation before undertaking audit of assessees’ records: Give advance written intimation of fifteen days before undertaking the audit of assessees’ records as well as specify period of audit to assessee.

(iv) Release of seized documents if they are not required by the department: If seized documents are not required, these would be released within 60(sixty) days from the date of issuance of Show Cause notice.

To implement the above, a Single Window Service Centre for (i) Receipt and Acknowledgement of written communications from the citizen, (ii) Public Grievance Redressal Cell and (iii) ‘May I Help You’ Desk in Central Excise and Service Tax matters at O/o the Commissioner of Central Excise and Service Tax at 1st Floor, Rap’s Mansion, Room No. 113 has been made operational from 23.04.2012.

3. All members of the Trade, Industry and Commerce who intend to avail of this service may use the facilities. Feedback forms are also available in the said Service Centre. All Assesses, Visitors and Stakeholders to give free and frank feedback which  will be of great help to the department for assessing the quality of the service so provided.
